Item was recommended by the Planning Commission. Council carried it over to the firstmeeting in March.•Item 4: Hearing on proposed Ordinance rezoning one parcel of land containing 50.67 acreslocated on the east side of Taylor Road, approximately 1500 feet north of Troy Highway, from anAGR1 (Residential Agriculture) zoning District to an R-50 (Single-Family Residential) ZoningDistrict. Item was recommended by the Planning Commission. No one stepped forward orphoned in. Ordinance was adopted.•Item 5: Presentation of Written Report by Chris Conway regarding Rebuild Alabama as requiredby the Rebuild Alabama Act. Item was carried over again. Chris Conway was unable to be there.•Item 6: Resolution appointing Todd Strange to the Montgomery Airport Authority by CouncillorJinright replacing Larry Dixon. Motion to adapt, then motion to substitute. They weresubstituting for Joe Greene. Resolution was adopted as substituted.New business•Item 7: Resolution setting dates for District 3 Special Election. Resolution was adopted.•Item 8: Resolution designating voting places for District 3 Special Election. Resolution wasadopted.•Item 9: Resolution appointing Angela Starr as Municipal Judge. Starr was present for themeeting. Resolution was adopted and she was welcomed aboard.•Item 10: Resolution assenting to the Vacation of a portion of an Unnamed Street in RanchetteEstates. Resolution was adopted.•Item 11: Resolution authorizing Mayor Reed to execute agreement with ALDOT for preliminarydesign for streetscapes improvements along both sides of Molton Street from Tallapoosa Streetto Montgomery Street. Resolution was adopted.•Item 12: Show Cause Hearing on Resolution revoking the Business License of Michelle Wilson,doing business at Signature Event Center, 5050 Narrow Lane Road.➢ A police officer showed a video of the event that took place.➢ It showed people partying at a club where a homicide (victim: Pierre Williams) took place.➢ Eddie Johnson, who promoted the club on his Facebook profile, was present in the meeting.➢ In June 2020, the club was operating after Covid curfew hours. They claimed they hadpermission to do so by an unknown Councilman.➢ On September 11th police returned after receiving a complaint about strippers, staying openafter curfew, alcohol sales. Police counted 210 people present.➢ On September 12th shots were heard inside the club, police struggled to enter and found 13shell casings in the parking lot. No reports filed by the owner of a vehicle that got shot into.➢ On September 17th police responded due to a fight.➢ On September 28th police tried clearing the over-capacity parking lot. The club had 205 people inside –more than allowed by Covid regulations – and were cited by the fire department.➢ On October 18th someone was shot during a fight inside the club.➢ On December 26th, the murder occurred, 3 other individuals were shot and is still in thehospital.
